Milestone is the industry leader in software. I have used their software with D-Link cameras and it works great!

Looks like Milestone is giving a free single user license to their XProtect software here: http://www.milestonesys.com/downloads/free_xprotect_license

I just purchased a Canon VB-C300 from USA Security Systems Technology for around $795 with the clear dome and I was looking for some software from the open source community, but that is all I can find for now. Hope it suits your needs.

I'm not sure about the software being available to me since I won't be using it for business use. The camera I want to use it with is for home surveillance but I'm going to try!

Please do report back. We're going to need cameras in the not too distance future at GCC. It's always helpful when someone else does all the leg work ;-)
